The 'Anti-Ivory Tower' Operating Model
Result: Built a High-Trust Change Engine for 400 Engineers
Challenge: A 12-person task force was assigned to enforce complex mandates (ASPICE, UNECE) on a skeptical 400-person department. The risk was high: becoming a "mini Ivory Tower" that merely cascades top-down orders, generating resistance instead of adoption.
Solution: Rejected the "enforcement" approach. Designed a partner-centric Operating Concept where the task force acted as trusted advisors and leading engineers, not auditors. We established a feedback loop where engineers had a "voice," and solutions were co-created via pilots before scaling.
